Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the current period. By day, political struggles are fought: hopeful statements are delivered from different nations. Significant resources is expended on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from enemy soil, a capacity provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons streaked across the sky – modern combat jets provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into grim resignation: maybe the hostile projectile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Ongoing Risks
Following this, a heavy machine gun engaged a drone somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and heating outages in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that regional partners are clearly incapable to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This pattern will, no doubt, persist.
Tactical Assessments
It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unfeasible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, American administration does little to deter Moscow, through diplomacy or military means, from thinking that the current condition will not change more in its advantage in the coming year.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a complete military breakdown until conditions improve in its advantage.
Existing Situation
Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
